Chapter breakdown
Dominus regnavit is the incipit. The heading separately interprets the Lord's reign in Sion as Christ in His church. David's psalm says the Lord has reigned, let people be angry and earth moved, with Him sitting on cherubims. The note interprets enemies' opposition and Christ still prevailing. God is great in Sion and above people; His terrible holy name is to be praised. King's honor loves judgment, directions were prepared and justice done in Jacob. The note explains discretion and right laws.
The command is to exalt God and adore His holy footstool. The separate annotation explains the Old Testament ark called footstool, God understood seated on mercy seat between cherubim wings, and Israel's veneration. For the New Testament where the ark has no place, it attributes to Ambrose and Augustine worship of Christ's body and blood in sacred mysteries, His humanity as it were divinity's footstool. No assertion that the physical ark ceased to exist is added.
Moses and Aaron are among priests and Samuel among callers of the name; they called and God heard. The note argues Moses was chief priest because he consecrated Aaron and sacrificed for him, citing Leviticus 8 and opposing inference of lay church headship. It does not call Moses a newly consecrated minister. God spoke in the cloud pillar and they kept testimonies and commandment. He heard, was merciful and took vengeance on inventions. The separate note explains enemies' enterprises with Core, Dathan and Abiron as examples; that identification stays attributed. Exaltation and adoration at the holy mountain conclude because God is holy. No universal intercession-success mechanism is established by this recollection.
