When the anger of King Assuerus subsided, he remembered Vasthi, her actions, and the punishment she had received. His attendant officers suggested appointing commissioners throughout every province to select beautiful young virgins and conduct them to the royal citadel of Susan. There they were placed in the women's quarters under the supervision of Egeus, the royal eunuch in charge of the women, to receive ornaments and things necessary for their use, with whichever maiden pleased the king chosen to reign in Vasthi's place. At that time, a Jewish man resided in Susan named Mardochai, son of Jair, son of Semei, son of Cis, of the race of Jemini, who had been carried away from Jerusalem by King Nabuchodonosor of Babylon when King Jechonias of Juda was deported. Mardochai had raised his deceased brother's daughter Edissa, also called Esther, adopting the orphaned maiden as his own daughter after both her parents had died.

When the royal decree was proclaimed, many young maidens were brought to Susan and committed to the custody of Egeus, among whom Esther was placed. Winning the favor and goodwill of the custodian, she received her portion, specialized adornments, and seven chosen maidens from the royal household to attend her. Following Mardochai's strict instruction, Esther kept her ancestry and people entirely secret. Daily Mardochai walked before the courtyard of the women's quarters to inquire after her health and learn what would happen to her. Each maiden underwent a twelve-month preparation before entering the king's presence, consisting of six months of anointing with oil of myrrh followed by six months with sweet spices and perfumes, being permitted to request whatever adornment she desired. The women went in at evening and came out in the morning to a second house under Susagaz, keeper of the concubines; they could return only if the king desired and summoned them by name. When the turn of Esther, daughter of Abihail, arrived in the tenth month, called Tebeth, during the seventh year of the king's reign, Esther asked for nothing beyond what Egeus assigned her. Her extraordinary beauty made her agreeable and amiable in the eyes of all. Assuerus loved Esther above all the other women, placed the royal crown upon her head, and proclaimed her queen instead of Vasthi, hosting a magnificent wedding banquet for all his princes and servants, giving rest to the provinces, and distributing royal gifts.

While the virgins were gathered a second time, Mardochai remained stationed at the palace gate, and Esther continued to conceal her national identity in strict obedience to the guardian who had raised her from childhood. During this time, two royal eunuchs named Bagathan and Thares, who guarded the palace entry as gatekeepers, grew resentful and plotted to kill the king. Learning of their conspiracy, Mardochai immediately conveyed the intelligence to Queen Esther, who notified Assuerus in Mardochai's name. An official inquiry confirmed the treason, whereupon both conspirators were hanged on a gallows, and the entire incident was inscribed in the chronicles before the sovereign.
